Gipson file photo copyMADISONVILLE, Ky. (1/24/20) — A Madisonville Police Department lieutenant has been suspended pending a recent internal investigation regarding alleged fraud of time worked dating back to 2016.

Lt. Scott Gipson worked at MPD’s Criminal Investigation Unit via a contract with FBI task force field office in Hopkinsville. On Jan. 17, Gipson submitted notice to MPD that he would retire Feb. 1.

Details of the allegations were not revealed, nor the identity of the individual who submitted the complaint.

“Although a thorough investigation was not complete, at this point, a determination was made that a criminal investigation should be conducted,” MPD Chief Chris Taylor said during a press conference held at City Hall Council Chambers this morning. “It is the MPD’s protocol to have an outside agency conduct a criminal investigation within the department.”

Gipson was placed on administrative leave Wednesday due to the ongoing criminal investigation, the chief said, until Gipson’s effective retirement date.

“In the event of any misrepresentation of time (worked), the city of Madisonville will proceed to recoup any lost monetary value,” Taylor said. “This allegation of misrepresentation of time is isolated to this officer, and this officer only.”

Gipson submits his time to MPD and the FBI field office, which the chief said he and the FBI supervisor approves. The chief explained Gipson’s position is specialized, and most of his cases are FBI-related. The investigation involving Gipson will not be complete before Gipson’s eligible retirement. That position at MPD is now suspended until further notice.

Mayor Kevin Cotton said the issue involves one employee, and the city takes any report of misconduct seriously.

“The investigation has been forwarded to Kentucky State Police,” the mayor said. “We will continue an internal investigation to examine any processes that need to be revised.”

Gipson could not be reached by phone for comment on the matter this afternoon.
